Norway has a national road tolling scheme, which operates both on the motorways, and in a number of cities. 

Some Norwegian cities have a Low Emission Zones, in that the cost of the road toll is higher for more polluting vehicles. These cities have a green LEZ scheme below, but the information can be found under the tolling scheme for that city.

Emergency pollution schemes in times of high air pollution have also started some Norwegian cities.

There is a national framework of low emission zones in the Netherlands. Most cities include lorries, but cities are increasingly including light duty vehicles. Currently AmsterdamArnhemMaastrichtRotterdam and Utrecht have light duty LEZs.

The lorry low emission zone national framework means that all lorry low emission zones have the same standards and dates; only the location varies by city. The exception is the Low Emission Zone in the Rotterdam Harbour for heavy duty vehicles, which is a tighter standard.

The light duty LEZs currently have slightly different standards, but a national light duty LEZ framework is expected during 2019.

No stickers or registrations are required.

Riga has two access regulation schemes.

Malta has an urban tolling scheme in the capital Valetta.

Ireland has one Access Regulation in place, a restriction on heavy goods vehicles with over 5 axles Dublin.

The Netherlands

The emission standards until 2010 are:

  • Euro 1 and less are not allowed in LEZs.
  • Euros 2 & 3 will require a DPF (either open (50% PM10 reduction) or closed) allowed in.
  • Retrofitted with natural gas, hydrogen. E85, LPG  allowed in.
  • Euro 4,5,6 and EEV allowed in.

The emission standards after 2010 are:

  • Euro 2 and less are not allowed in LEZs.
  • Euros 3 will require a DPF (either open (50% PM10 reduction) or closed) and are not older than 8 years, allowed in.
  • Retrofitted with natural gas, hydrogen. E85, LPG  allowed in.
  • Euro 4,5,6 and EEV allowed in.

German:

Emissions standards set as options for all diesel vehicles, LDV and HDV:

Class 1: no standard

Class 2: All diesel vehicles Euro 1; Euro 2 for particles

Class 3: Euro 2; All diesel vehicles Euro 3; Euro 4 for particles plus petrol vehicles Euro 1

Particulate trap retrofitting requirements:

Class 1 Euro 1 only, LDV >30%, HDV >50%

Class 2 Euro 2 only, LDV >30%, HDV >50%

Class 3 Euro 3 only, LDV >30%, HDV >65%
